THE ORGANISATION

The National Institute of Public Administration [NIPA], exists under the Act of Parliament No. 15
of 1998. The Institute now seeks the services of highly motivated individuals to join its team of
skilled professionals.

1. Chief Consultant, Consulting (1)

Job Purpose

To plan, design and develop systems, projects and programmes to enhance the Institute’s
performance and delivery of services to the clients. The job holder will develop, service,
and grow relationships with strategic partners. This role includes developing penetration
strategies, negotiating with partners, training and developing their workforce (tapping in
the vast Institutes skills and beyond). The focus of this position will be business-tobusiness sales.
The role holder is also involved in applied market research, data generation and collection
using standard and well-defined methods. This entails generating well researched and
analyzed information, economic and statistical data relating to markets to be used by the
Institute and stakeholders to enhance competitiveness, productivity and profitability.

Reports to: Director – Research, Consultancy and Development Division

Knowledge and Skill requirements

  • 5 ‘0’ Levels or higher acceptable at a University awarding a BA/BSc Degree qualification or equivalent
  • Bachelor’s Degree in Marketing or its equivalent with merit preferred
  • Masters Degree in Marketing
  • PhD in Marketing or related Field
  • Minimum ten (10) years relevant postgraduate work experience
  • Minimum of Five (5) years relevant experience at supervisory level and three (3) year’s experience in applied research with ability to initiate and execute a diverse portfolio of consultances and research projets in a reputable organization.
  • Evidence of publications in area of specialization.
  • Excellent oral and written communication skills.

2. Consultant – Research (2)

Job Purpose

Initiates, co-ordinates and carries out research, consultancy and development activities on
behalf of clients to enhance the Institute’s performance and delivery of services. Role
holder manages, analyzes and delivers data for research purposes, and develops new
models and processes in pursuance of Institute goals.

Reports to: Senior Consultant, Research

Knowledge and Skills Requirements

  • 5 ‘0’ Levels or higher acceptable at a University awarding a BA/BSc Degree qualification or
    equivalent
  • Bachelor’s Degree in social sciences, Statistics, Operations Management, Mathematics or Sciences with merit preferred
  • Masters’ Degree in a related field is a must
  • Minimum three (3) years postgraduate relevant experience in a similar role
  • Evidence of publications in area of specialization
  • Excellent Oral and written communication skills
  • Numerical/Computation Skills

Job Purpose

To plan, design, deliver, coordinate and evaluate training programmes in order to impart
relevant knowledge and skills required by the clients for their improved performance and
relevance in the industry.

Reports to: Head – Legal Studies

Knowledge and Skill Requirements

  • 5 ‘O’ Levels or higher acceptable at a University awarding a LLB Degree qualification.
  • Bachelor of Laws degree (LLB) with Merit preferred.
  • Master’s Degree in Law
  • Three (3) years relevant post graduate experience (For Lecturer I). and Five (5) years for Senior Lecturer
  • Evidence of publications.
  • Excellent oral and written communication skills

5. Lecturer, II

  • International Relations and Development (01)

  • Information Technology/Computer Science (02)

Job Purpose

To plan, design, deliver, coordinate and evaluate training programmes in order to impart
relevant knowledge and skills required by the clients for their improved performance and
relevance in the industry.

Reports to: Head of Department

Knowledge and Skill Requirements

  • 5 ‘O’ Levels or higher acceptable at a University awarding a BA/BSc Degree qualification.
  • Bachelor degree in relevant field with Merit preferred.
  • Master’s Degree which must be related to the first degree.
  • Two (2) years relevant post graduate experience.
  • Evidence of publications.
  • Excellent oral and written communication skills

6. Assistant Accountant Revenue

Job Purpose

To undertake the activities relating to the accounting of revenue receipts and expenditure
including payroll and general payments in order to achieve the obligations and objectives
of the Institute.

Reports to: Senior Management Accountant

Knowledge and Skill requirements

  • Grade Twelve (12) School Certificate with at least five (05) credits or better including
    Mathematics and English.
  • Diploma in Accountancy or its equivalent.
  • A minimum of three (03) years’ relevant post qualifying work experience.
  • Current Membership of ZICA.
  • Excellent written and Communication Skills.

5. Records Officer (01)

Job Purpose

To ensure effective provision of registry services in order to facilitate efficient and reliable
records storage and retrieval.

Reports to: Deputy Registrar, Administration

Knowledge and Skill requirements

  • Full Grade 12 School Certificate.
  • Bachelor of Arts Degree in Records Management or its equivalent.
  • Three (03) years relevant postgraduate experience in a reputable organization.
  • Membership of a relevant professional body.
  • Excellent written and oral communication Skills.

6. Library Assistant (01)

Job Purpose

To process, store and circulate library materials in order to facilitate easy accessibility by
the readers.

Reports to: Assistant Librarian

Knowledge and Skill requirements

  • Full Grade 12 School Certificate.
  • Diploma in Library and Information Studies.
  • Two (02) years post qualifying work experience.
  • Excellent written and communication skills.
  • Member of the Library and Information Association of Zambia (LIAZ).

7. Driver/Mechanic (01)

Job Purpose

To drive and maintain Institute motor vehicles, ensure the safety of passengers and the vehicles in order to facilitate mobility of officers.

Reports to: Assistant Registrar- Ndola Campus

Knowledge and Skill requirements

  • Full Grade 12 School Certificate.
  • PSV Driver’s License.
  • Minimum three (3) years relevant post qualifying work experience in a reputable organization.
  • Knowledge of motor vehicle maintenance and reporting systems.

Location – Ndola Campus
