Terms of Reference
Consultancy for the Development of Sustainability Plan for the Young Women’s Christian Association Programmes and Properties.
1. Introduction/ Background
Young Women’s Christian Association (YWCA) Zambia is a Christian, Membership, Non-partisan, Non-Governmental Organisation (NGO) dedicated to the empowerment of the community (especially women, youth and children) to contribute to the attainment of a just society through rights-based approaches and sustainable interventions.
YWCA is one of the oldest women’s organizations and since its inception in Kitwe, Zambia in 1957, YWCA has continued to stand at the forefront of social change and tackle gender injustices such as gender-based violence, including child marriage and sexual reproductive health rights violations. YWCA is operational in 9 provinces and 51 districts of Zambia focusing on its primary target namely women, youth and children. The organisation equally embraces working with men and boys as critical change agents in its programming in order to holistically tackle gender based violence and promote gender equality.
YWCA has in the years of its existence vigorously embarked on formulating and implementing interventions to eliminate gender-based discrimination as a strategy towards creating more equal societies. This is in view of the fact that Sustainable development cannot be achieved without the equal participation of women and men and where gender injustices are highly prevalent.
In its quest to remain relevant to the Zambian community, YWCA has invested in properties in different parts of the country. The organization has also invested in infrastructure to house survivors of gender based violence (GBV) as well as office spaces. Over the years, these structures have undergone tear and wear. Therefore, there is need to rehabilitate them and constantly maintain them so that they retain a certain value and the organization obtains maximum benefits to sustain its programmes.
2. Description Of The Project
The sustainability plan will focus on the development of on practical, medium to long term opportunities to significantly upscale and sustain the operations of the organization both at programme and infrastructure development levels. The organization hopes to achieve this through; 1. Sustaining its core programmes such as safe spaces, GBV shelters, the One Stop Centre and Drop in Centres and some community dialogue activities; 2. Development of its infrastructure and land to enhance income generation for the organisation. The infrastructure development is also supposed to finance some of the core activities of the organization.
3. The Assignment
3.1 Background of the Assignment
The YWCA Council of Zambia owns various properties in the Lusaka, Copperbelt, Central and Eastern provinces of Zambia. The Secretariat and Regions/branches acquire property which is held in trust by the Board of Trustees on behalf of the organization.
These properties are utilized as offices, for programmes (shelters) and for Income generation (Residential Houses and Hostels). The majority of these are leased out to raise income for the operational costs of the organization.
Properties can be purchased by both National and Regional offices. However, all properties are owned by the YWCA Council and the proceeds are utilized to run the core programmes of YWCA outlined above.
YWCA also runs a number of GBV programmes at the community level such as safe spaces, GBV temporal protective shelters, Drop in Centres, a one stop centre, community awareness and engagement initiatives among others.
The consultancy is designed to support the overall sustainability of the YWCA programmes through property development and provide recommendations for future improvements for maintaining long term benefits derived thereof.
The major areas under this assignment are the running of YWCA programmes beyond donor funding. The assignment is expected to provide technical solutions and approaches to the running of the organisation’s programmes outlined above in situations where external funding is inadequate or unavailable. The assignment is expected to also identify gaps and recommend relevant capacity enhancement program(s).
The other area of the assignment is on the running of YWCA properties in a sustainable and efficient way possible for income generation and self-sustenance. The assignment is expected to provide possible ways of sustaining YWCA using its various properties for the effective running of the organisation.
3.2 Objective of the Assignment
The main activities under this assignment include:
- Development of a Sustainability Plan that will provide a set of recommendations covering well-considered solutions, processes, activities, and commercial models that will ensure the continuous and effective ownership, operation, revenue collection, maintenance and overall financially sustainable management of the YWCA properties.
- Identification of the appropriate business model to include only the Institutional and Commercial/Financial components of the organization
- Support on the definition of the ownership structure of the YWCA programmes at community level
3.3 Scope of the Assignment
To meet the objective of the TOR, the scope of the assignment includes the following activities:
- Conduct institutional capacity assessment for operational sustainability of YWCA programmes
- Review existing documents on YWCA programmes
- Design at least 3 potential community-owned models providing a comprehensive assessment of their relative sustainability and applicability for the organization and recommendations on the most appropriate one for the organisation
- Recommend measures that can be incorporated to ensure that the beneficiaries/communities own the programmes
- Conduct research on sustainability measures applied to similar programmes elsewhere (Sharing an idea seen in other programmes through desktop case studies), which are or were successful.
- Assess the status of the existing physical facilities and buildings (offices, hostels etc) and determine if they are being operated and maintained in a cost-effective, environmentally safe & sound manner and if so, assess whether those measures can be adopted across YWCA sustainably. Recommend corrective actions where required.
- Provide recommendations of the best practice maintenance culture to be adopted.
- Conduct Stakeholder/membership engagement to obtain contributions on practical ideas concerning how they believe YWCA can be sustainable, some of whom will be board members.
The consultant may propose additional inputs to the methodology.
4. Consultant Qualifications
4.1Â Â Â Qualification of the consultants
The consultant to undertake this assignment shall have:
i. Seven (7) years of general experience in the preparation of Models of Sustainability Plan in the social sector. Specific experience in GBV programming will be an added advantage.
ii. Documentary evidence of completing one (1) similar assignment within the last five (5) years.
iii. At least a Master’s Degree in Social Sciences or Project Development including a minimum of 3 years experience in evaluation studies of demand-driven infrastructure sub-projects with a demand-led participatory approach.
iv. S/he should also possess proven skills and experience in analyzing data and report writing for similar assignments with innovative–result oriented thinking and practice.
5. Reporting And Deliverables
The consultant is required to submit their deliverables in the following stages:
Inception Report:
YWCA sustainability work plan
A strategy to carry out the assessment /assignment clearly specifying inputs of
- the key staff and how the field teams are planned to be mobilized including the suggested field questionnaires, analytical methods and reporting formats.
- A work program of field visit schedules.
The inception report shall be submitted One (1) week after has been signed and a 50% down payment shall be made.
Draft Sustainability Plan:
- Desktop research and field findings;
- Identification of risk and mitigation measures;
- Recommended techniques for long-term sustainable ownership, management and operation of the YWCA programmes and properties.
The draft sustainability plan shall be presented to YWCA Management two (2) weeks after the presentation of the inception report
Final Sustainability Plan:
- Sustainability Plan comprising robust recommendations and improvement procedures for the sustainable long-term management of the programmes and properties.
- Stakeholder presentation on key recommendations and outlined next steps
The final sustainability plan shall be presented to YWCA Management One (1) week after the presentation of the draft sustainability plan
Final payment upon satisfactory presentation of final sustainability plan
Transfer of Knowledge
The consultant shall ensure transfer of knowledge to the YWCA by developing key strategies inclusive of those garnered from stakeholder/membership engagement through workshops and interactive presentations to the groups.
6. Timeframe Of The Services
The duration of the assignment is 1 month. Time extension will be on the basis of mutually agreed terms and unavoidable circumstances.
7. Facilities To Be Provided By Client
The client will provide the following to the Consultant:
Past and existing relevant documents and material that will facilitate the performance of the assignment and cover the cost of a 1 day stakeholder/membership workshop.
