Details of WfW Zambia Job Positions 2019
WASSER FÜR WASSER – WATER FOR WATER (WfW) is a Non-Profit-Organisation founded in 2012. In Switzerland, WfW promotes the ecological consumption of tap water, raises awareness for the value of clean water and integrates donations into everyday life. In peri-urban areas of Zambia and Mozambique, WfW enables sustainable access to drinking water and basic sanitation as well as vocational training (More information: https://wfw.ch/en/africa/countries/zambia).
In cooperation with Water and Sanitation for the Urban Poor (WSUP), WfW has been active in Zambia since 2013, by supporting local providers to develop services and build infrastructure for low-income communities. To fulfill one of its key objectives of building up local know-how, WfW has likewise focused on capacity development in the water sector at the vocational level. This has enabled more than 300 students to graduate from Lusaka Vocational Training Centre (LVTC).
The Government of Zambia 7th National Development Plan pillar on “Enhancing Human Capital development” Goal No. 2, states that “Zambia’s Vision 2030 emphasises developing quality human capital, including investing in quality education and skills development.” It further states that “Technical Education, Vocational and Entrepreneurship Training (TEVET) will play an important role in contributing to building human capital that will effectively support economic diversification.” There are, however, several constraints that Zambia faces in attaining this objective, some of which include low access to skills training, poor quality of skills training and skills mismatch caused by the peripheral role played by industry in the development and implementation of TEVET curricula. In contribution to this national direction especially for the water sector, our goal is to improve “the conditions for transparent planning and implementation processes for ensuring water and sanitation services as well as competence development for professionals in the water sector”, in line with the GIZ supported “Reform of the Water Sector Phase II” (RWS II).
To support WfWs existing partnerships and to complement Government efforts such as by the Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP), the Ministry of Higher Education (MoHE), as well as the GIZ supported RWS II, and to support Vocational Training Centres, WfW is hiring its first permanent representative in Lusaka.
Responsibilities:
The position holder is responsible for the coordination, assistance and implementation of activities in the field of vocational training in the water sector, while building bridges to the WfW Programme Lead:
- The Coordinator shall manage existing partnerships and coordinate the implementation of initiatives in skills development at vocational level such as RWS II at WfW’s existing partner institution with all relevant stakeholders involved.
- The Coordinator shall represent WfW’s interests at The Skills Advisory Group and other coordinating platforms at the intersection of skills demand and offer, at stakeholder meetings and in the communication with various vocational training institutes.
- Complementary activities are the setup and institutionalisation of the local WfW office, including knowledge management, communications, administration as well as networking and engagement with actors in the water sector, in order to strengthen WfWs local anchorage.
Tasks:
Core scope of tasks providing support in:
- Management of existing WfW partnership with Lusaka Vocational Training Centre (LVTC) and stakeholders such as Lusaka Water and Sewerage Company (LWSC).
- Collaborate with, follow up, monitor the activities of the consulting firm commissioned to implement the development of the to-be revised/adapted course, short-term modules and allocation of new equipment at LVTC.
- Collaborate with key partners, such as GIZ (i.e. Advisor for RWS II) through regular exchange to ensure inclusion and further development of WfW’s approach as well as proactive harmonisation of planned activities by all stakeholders.
- Connect with other key stakeholders such as MoHE, TEVETA, commercial water utilities, water industries and training institutions.
- Closely cooperate with WfW’s Programme Lead and, where relevant, get guidance and feedback from WSUP (e.g. setup of workplace, institutionalisation of the WfW representation in Lusaka).
- Assistance and support of the WfW Programme Lead, including reports for WfW Programme Lead, fact sheets on the local water and sanitation sector and skills development, news feeds and analysis in collaboration with WfW Program Lead.
Further tasks:
- Support WfW in the partnership with WSUP and potential further programs by carrying out research tasks, networking and close collaboration where needed.
- Represent WfW by occasionally accompanying our partners from WSUP at project launches, project visits, meetings, workshops, conferences, etc.
- Identify potential collaborations and interventions by building and maintaining a strong network of stakeholders in the water and sanitation sector
- Other tasks that could arise.
Your personality and competences:
- Excellent communication, reporting (written and oral), social and intercultural skills
- Proactive, taking the initiative, strong self-organising skills, team player
- Highly flexible, open- and positive-minded
- Passion and empathy with WfW’s aims and values
- Excellent computer skills (i.e. MS office)
- Fluency in English (written and spoken), as well as fluency in Nyanja and/or Bemba
Required qualifications and professional experience:
- The required minimum is a Bachelor’s degree in either Development work/Social Sciences/Civil engineering, water supply and sanitation/Project management/tertiary education on Vocational training or other relevant fields.
- At least 3 years of proven professional experience in the water and sanitation sector and in cooperation with governmental and (inter)national non-governmental organisations in Zambia, including stakeholder coordination, project management and operationalisation.
- Experience in skills development and development of vocational training packages.
- Understanding of social challenges in Zambian skills development sector and the water sector more broadly.
- Practical experience in office operationalisation is an advantage.
