Recent programming areas include: nutrition, agriculture, food security, HIV/AIDS, WASH, financial inclusion, and early child development.

Preamble:

UNICEF intends to deliver nutritional messages through the Care Group model that was used by CRS in its previous programs as the model has been identified as the main community-based platform for which the convergence of multisector nutrition interventions is possible. The Model aims at promoting the adoption of positive health and nutrition practices and consumption of nutrient dense, protein rich foods, with a focus on preventing malnutrition at household level. UNICEF therefore intends to incorporate this model in the implementation of SUN II /MCDP2 and so it has approached CRS to assist in taking up the role of providing technical and financial support to Government, through districts workplans.

CRS is looking for applicants to fill in the position of District Senior Program Officer under the SSM UNICEF supported project to be based in Lundazi district of Eastern Province.

Job Summary:

The District Manager is expected to provide overall programme oversight of the implementation of the district plans developed by district authorities and training in and rolling out of the Care Group Model.

The District Programme Manager (DPM) will serve as the main point of contact between CRS and the district SUN II/MCDP2 implementation team at district level. The DPM will provide technical and financial support and inputs to the district teams as they implement their approved SUN II/MDP2 workplans. The incumbent is expected to provide hands-on support and oversight to the project at district level.

Job Responsibilities:

  • Effectively provide the technical and financial support that the district implementation teams require in line with the developed workplans.
  • Coordinate and monitor financial and material resources relevant to project needs through effective planning and oversight to ensure efficient use of project (financial) resources and proper accountability as per the donor and CRS financial guidelines
  • Perform a supervisory role by providing technical and administrative support to the Field Supervisors that will work with the Health Promoters/ Nutritional Volunteers in rolling out the Care Group Model
  • Provide technical support in updating the Care Group model with SUN II/MCDP2 focus
  • Support the establishment of Care Groups in the identified districts that will be receiving UNCIFE support
  • Help identify, assess and strengthen partnerships relevant to the UNICEF project, applying appropriate application of partnership concepts, tools and approaches.
  • Perform any other function assigned to him/her by the Provincial Program Manager

Background, Experience & Requirements:

Education and Experience

  • Bachelor’s Degree in Development Management/ Studies focusing in the field of Community Development
  • Having a nutrition background will be an added advantage
  • Minimum of 5 years of work experience in a project management position with an international NGO. Working with an UN Agencies like UNICEF, WFP and FAO will be an added advantage
  • Project management experience in nutritional related projects is highly desirable.
  • Experience in engaging with partner organizations such as government line Ministries and Departments is an advantage
  • Possesses good community training and communication skills.
  • MEAL skills and experience in data collection on project indicator reporting is desirable
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

  • Ability to work with minimum supervision in a diverse and demanding work environment in terms of meeting set deadlines
  • Strong relationship management skills and the ability to work effectively with culturally diverse groups and institutions.
  • Strong written and verbal communication skills with ability to write reports
  • Proactive, results-oriented, and service-oriented
  • Ability to make sound management decisions
