CARE is an International Non-Governmental relief and development organization with various projects in Central, Copperbelt, Eastern, Muchinga, Luapula, Lusaka, Northern, North-Western, and Southern provinces of Zambia. The Scaling Up Nutrition (SUN) II Programme is a multi-year Zambian Governments’ initiative for multi-sectoral approaches for service delivery to achieve synergistic impact at the 1000 most critical days households. CARE has partnered with UNICEF to support the implementation of the SUN II Programme in five districts of Muchinga (Chinsali, Mpika, and Isoka) and Southern province (Choma and Monze) of Zambia. CARE International in Zambia is now recruiting WASH and Social Behavior Change Experts for the SUN II program to support the implementation of the First 1000 Most Critical Days Programme in the Three districts of Muchinga and Southern Provinces of Zambia.
Job Title: Development Officer – SUN II Project (3 Positions)

Job Summary
The Development Officer – WASH and Social Behaviour Change will serve a critical role in the implementation of all WASH interventions under the UNICEF-supported SUNII Program including social mobilization, working closely with District WASH Coordinator and members of District-WASH Committee and community front line workers and volunteers. The position will support the district and sub-district structures in implementing WASH activities, community social mobilization, and communication activities to increase uptake of sanitation and hygiene facilities and social behavior change services among targeted people.
Specific Deliverables, Responsibilities, and Tasks
- Coordinate roles within the SUNII Project Team providing technical assistance to district/sub-district structures in activity implementation, community engagement, and mobilization to ensure delivery of WASH services,
- Works with local community structures (chiefs, head persons, waterpoint committee members, sanitation action groups, community champions, neighborhood health committee members, community health workers, nutrition groups, etc.) to ensure: increased understanding of sustainable WASH;
- Increase integration of wash into nutrition activities; increased demand for services and increased participation in the management of facilities
- Participates in developing project work plans,
- Support sanitation and hygiene promotion meetings and events to raise awareness and create demand for services,
- Ensure the participation of children, youths, and women in project activities is enhanced, including their representation in committees
- Undertakes regular interaction with health center and school structures to strengthen collaboration and complementarity of actions,
- Implements the project’s social marketing strategy and events
- Develops way to utilize social media including group SMS, Whatsapp messaging
- Works with SUNII Project/partner leads to gather/identify content for sharing on website/social media
- Ensures consistent branding, language, and messaging across all the project’s communication
- Ensures implementation of complaint and feedback mechanism
- Ensures that M&E related data is captured and reported on time, in line with the project management tools
- Performs any other duties as may be assigned
Qualifications & Experience
- Diploma in water engineering, public health, Development studies, social work, or related field
- 3-4 years experience in WASH, health services, gender or community development
- Bachelor’s Degree in water engineering, Public Health, Development Studies, Social work with 2 Years of work experience in the NGO sector.
- Experience in working with local community structures and government institutions
- Demonstrable skills in Excel, PowerPoint, Word, and Internet
- The ability to communicate in the local language spoken in the project areas is an advantage experience working with and engaging the government.
- Excellent training and coaching skills.
- Commitment to capacity building of partners and beneficiaries.
- Ability to influence and persuade in difficult situations
- Knowledge of use of computers essential, including word processing and, spreadsheets
- Excellent verbal and written communication skills
- Good analytical and negotiating skills
- Ability to work effectively as part of a team and coordinate with a variety of partners and stakeholders, maintaining harmonious and productive working relationships
- Ability to work with minimal supervision.
