The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
The Programme for Legal Empowerment and Enhanced Justice Delivery (PLEED) is funded by the European Union and the German Government, implemented by GIZ. The objective of PLEED is to improve justice delivery for all and enhance respect for and protection and fulfilment of human rights. In contributing to the overall objective, PLEED aims at strengthening legal empowerment of rights-holders and access to legal assistance in civil and criminal justice and strengthening policy and institutional frameworks as well as coordination amongst stakeholders for efficient, effective and inclusive justice delivery. In cooperation with its political counterpart, the Ministry of Justice, PLEED supports state and non-state actors, such as the Legal Aid Board, the Zambia Police Service, Correctional Services, and Civil Society Organisations (CSOs) which offer paralegal services.
In this context, GIZ is seeking a suitable candidate for the following position:
Sustainability Advisor (Lusaka based)

Main tasks and responsibilities:
- Supporting the Programme’s approaches and activities related to sustainability of legal aid service delivery and legal reforms in the justice sector
- Advising, cooperating and coordinating within the Programme and with allies
- Supporting the management of the Programme
Support to the Programme’s approaches and activities related to sustainability of legal aid service delivery and legal reforms in the justice sector
- Analysing the needs for technical, methodological and organisational advice of partner organisations for enhancing the sustainability of legal aid service provision by state and non-state actors
- Developing and implementing a strategy to improve the sustainable service delivery of the Legal Aid Board
- Providing technical and organisational advice for improving sustainability of paralegal service delivery by PLEED civil society partners
- Providing advisory services for legal reform in the justice sector to address overcrowding in correctional facilities
- Providing technical and organisational advice in the preparation, implementation and monitoring of change projects according to the guidelines and procedures established by the Programme
- Being responsible for the orientation and accompaniment of short-term consultancies within change projects
- Being responsible for the documentation and systematisation of experiences and lessons learnt with the support of the Programme
- Sharing experiences with other GIZ programmes and HQ
Information, cooperation and coordination within the Programme and with allies
- Coordinating all activities with other Programme advisors and long-term consultants
- Compiling relevant information regarding his/her areas of responsibility
- Proactively cooperating and coordinating with other programmes of GIZ and other agencies/institutions regarding his/her areas of responsibility
Support to the management of the Programme
- Making timely contribution of data on the progress of support provided by the Programme under his/her responsibility
- Making proposals of corrective measures to enhance the impact of the Programme
- Providing information on developments in his/her area of specialisation that may further or affect Programme progress
- Contributing to the further development of the concept, strategies and organisational structure and procedures of the Programme
- Initiating and contributing to publications and investigations by the Programme
- Contributing to the exchange of experiences among Programme staff
- Adhering to the Programme’s information management and filing procedures
Qualifications and requirements:
- Minimum of a Bachelor of Laws (LL.B), Human Rights and/or other related field
Professional experience:
- At least 3-5 years’ professional experience in the field of justice sector reform
- Work experience with governmental institutions, CSOs and/or donor agencies
- Work experience in the legal aid sector
- Work experience in organisational development and resource mobilisation for improved sustainability
Other knowledge, additional competences:
- Fluency in English with the ability to express oneself well both in writing and orally
- Excellent and effective report writing and presentation skills with the ability to write clear reports and articles, bearing in mind the interest and characteristics of the readers
- Knowledge of the Zambian criminal law, civil law and human rights framework
- Knowledge of the Zambian legal aid/paralegal sector
- Sound knowledge of the principles and approaches of good governance
- Knowledge in the approaches and instruments of capacity development
- Knowledge on resource mobilisation mechanisms for state and non-state actors
- Knowledge about state budget allocation procedures for public institutions
- Knowledge in change process management
- Knowledge of the political, social, economic and cultural development and the relevant institutional landscape (public sector and civil society) of Zambia
- Ability to communicate and cooperate appropriately with political decision makers, executives, technicians and non-technical stakeholders
- Sensitivity to issues of intercultural relations, coupled with experience of working effectively in multicultural and multidisciplinary teams
- Must be computer literate (very good knowledge of MS Office, email and the Internet for research)
