CAREER OPPORTUNITY
The Deutsche Gesellschaft fĂĽr Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
In February 2019, the programme Accelerate Water and Agricultural Resources Efficiency (AWARE) was launched with funding from the European Union and the German Federal Ministry of Economic Cooperation and Development (BMZ) with the overall objective to enhance climate smart integrated water resources management and efficient agricultural water use for smallholder farmers in the lower Kafue sub-catchment. For this, AWARE promotes effective, integrated water resources management on national and regional level. On local level, AWARE strengthens water user associations and supports smallholder farmers with using new technologies for efficient water use. This is implemented through training measures for 11,000 smallholder farmers at 32 demonstration sites that will be established. This includes the capacity development of public and private agricultural extension service providers to train smallholders. The technologies showcased at the demonstration sites include among others harvesting rainwater from roofs and storing it as well as drip irrigation systems. To support farmers in applying these technological options, the programme develops a financing approach to ensure access to funding. The political partners are the Ministry of Agriculture (MoA) and the Water Resources Management Authority (WARMA), subordinate to the Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP).
In this context, GIZ is seeking a suitable candidate for the following position:
(Senior) Advisor – Capacity Development and Agricultural Finance (Lusaka based)

The position shall support the activities of AWARE in their work with smallholder farmers, who are subcontracted to a consultancy to a large extent. Activities will include the support of developing a concept for the community engagement and management of the demonstration sites as well as a concept for the capacity development/training of private and public extension officers and smallholder farmers. In addition, the advisor shall support the implementation of the programme’s financing approach.
Main tasks and responsibilities:
- Steering of the implementing partner on the development of:
- Sustainability Models for the different demonstration sites
- Operations & Management Models for the different demonstration sites
- Business Cases for the different demonstration sites
- Concepts for the implementation of trainings of 11,000 smallholders as well as its implementation
- Implementation of the financing approach with the aim to give farmers the financial means to invest in water efficient technologies
Technical support in capacity development and agricultural finance
- Providing technical support in the supervision of training methodology, trainings and adoption process
- Developing operations and management models for the demonstration sites through a community engagement approach
- Paying regular monitoring visits to the project area in Mumbwa/Mazabuka/Monze
- Supporting the overall supervision of the subcontractor’s implementation in the field
- Contributing to the development of innovative financing approach for irrigation- / water harvesting-systems that specifies how smallholder farmers can get access to finance
- Supporting the implementation of the financing approach including the supervision of financial literacy training
- Supporting the overall supervision of the subcontractor’s implementation in the field
- Maintaining an excellent working relationship among GIZ, MoA (all levels), WARMA, local communities and traditional authorities
- Fostering knowledge exchange between colleagues within GIZ Zambia and partner organisations
- Performing any other tasks as requested by programme management
Qualifications and requirements:
- Minimum of a bachelor’s degree in a relevant field (e.g. Agricultural Sciences, Agricultural Water Management, Natural Resources Management, Agricultural Finance, Environmental Management/Sciences or Economics, Development Studies, Community Engagement); a master’s degree is an added advantage
Professional experience:
- At least 5 years of managerial and institutional experience in Community Engagement and Capacity Development or Agricultural Finance, preferably linked to smallholder agriculture
- Demonstrated experience in capacity development/trainings of individuals, households and communities
- Demonstrated experience in engaging with local communities
- Demonstrated experience in agricultural finance
- Demonstrated experience in developing sustainability, operation and management models of community projects
- Demonstrated experience business case development for smallholder farmer (communities)
- Experience in working for an international organisation is an added advantage
- Demonstrated political, advisory and facilitation skills is an added advantage
- Experience in supervising demonstration sites is an added advantage
Knowledge, additional competences:
- Must be self-motivated and proactive
- Strong analytical skills
- Strong interpersonal and communication skills
- Knowledge of behavioural change
- Ability to manage and prioritise own workload
- Excellent IT skills (MS Office Suite, especially Word, Excel, and PowerPoint; online research); ability to learn new tools an added advantage
- Excellent English language skills with the ability to articulate oneself well in writing (e.g. professional letters, project descriptions and PR material)
- Fluency in Tonga
- Willingness to travel as the role may require the position holder to do so frequently
