Senior Advisor for Quality Improvement Programs

Program Description
The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project that aims to sustainably expand the availability and accessibility of high-quality health products and services in the private sector (PS), improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program will employ both supply and demand-side interventions working in partnership with the private sector (for-profit and nonprofit entities) as well as the Government of Zambia, to achieve these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in partnership with JSI Research & Training Institute, Inc. (JSI), Media 365, and PharmAccess. The consortium will apply a market facilitation approach to coordinate, catalyze, and harness the private sector to reach priority populations with health products, services, and information.
PharmAccess will support health financing schemes and strategies and will provide the necessary technical expertise to adapt/implement the SafeCare model. SafeCare is an ISQUA accredited standards-based approach for measuring, improving, and recognizing the quality of healthcare services in low- and middle-income countries. From primary healthcare facilities in Kenya to the district hospital in Nigeria, with SafeCare it is possible to measure healthcare services against a set of internationally recognized standards. Based on these standards, SafeCare also provides the tools, instruments, and methodology that are being used by partners, governments, and healthcare providers to improve the services they provide for people.
PharmAccess will significantly contribute to the objective āSustainably expand availability and accessibility of high-quality health services through the private sector. It will provide leadership, technical assistance and capacity strengthening support to measurably enhance: 1) quality improvement and standardization in the private sector; 2) access to finance/lending for the private sector; and 3) utilization of mobile technologies and digital tools for Quality Improvement, ensuring alignment to other digital platforms where applicable.
To lead and implement these new developments, JSH seeks a Senior Advisor for Quality Improvement Programs who will implement the activities with stakeholders and health facilities under PharmAccess expertise and supervision. The Position
The prime task of the Senior Advisor for Quality Improvement Programs is to coordinate and ensure successful strategy, design and implementation of SafeCare quality standards. In collaboration with local partners, you will work to improve the quality of service delivery in private facilities and implement strategies to recognize the attainment of quality standards.Ā The quality standards and provider support systems use digital applications and you will assist facilities to technology. Ā The program is part of an international consortium with the aim to set up a sustainable, locally owned quality framework within a broader health systems approach, through public and private sector partners.
Your role is to:
- Manage, coordinate and implement the SafeCare approach in Zambia in close collaboration with the ZAM-Health team, PharmAccess team and stakeholders involved.
- Be a proactive part of the strategic design and implementation of the quality program to build a locally owned, institutionalized approach towards quality, with a sustainable business model.
- Supervise the work of quality assessors and private facilities in the project to ensure that planned activities and targets are implemented with operational excellence and in a timely manner, adapt strategies whenever necessary to achieve the project goals.
- Recruit quality assessors based on the SafeCare ToR. The assessors are responsible for phased implementation of the SafeCare approach in health facilities.
- Build the capacity of the local ZAM-Health team to:
- be trained and qualified as assessors,
- use digital technology to process and analyze assessment data,
- set up of certification processes, and
- develop and implement training modules and assessment policies and processes.
- Coordinate and support the assessment in selected healthcare facilities using SafeCare standards and tools.
- Build relationships with key stakeholders and the Ministry of Health. Lead the engagement of QI and health financing strategy stakeholders through meetings and consensus-building workshops on the approach, scale-up and strategy.
- Supervise and monitor the progress of the initial facility assessments and the implementation of quality improvement plans developed by assessed facilities.
- Monitor the quality of the data collected by the local assessors and provide technical support to the local team.
- Develop appropriate reports and provide input on planning and monitoring tools.
- Participate in the frequent PharmAccess Quality/SafeCare project meetings to facilitate reporting on achievements, sharing of experiences, and planning for subsequent activities.
- Prepare success stories from project implementation.
Qualification & Requirements
- A Bachelorās degree in health-related sciences, nursing, medicine, or para-medical (e.g. pharmacy or laboratory specialist). Post-graduate qualification is a plus
- At least five years post-qualification experience in Quality Management, with experience in working in a multi-cultural environment with multiple stakeholders, preferably with the private health sector in Zambia
- Knowledge of health programs in developing countries and familiarity with QI methodologies
- Ability to work well with others and to develop and maintain collaborative relationships with beneficiaries and potential partners.
- Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research). Ability to use Excel spreadsheet and extract selected data; excels in data use Excellent written, oral, and interpersonal communication skills with the ability to work well as a team member.
- Demonstrated leadership experience and ability to oversee and successfully deliver complex project implementations
- Analytical skills in planning and budget review
- Open-minded, self-motivated personality with a can-do mentality
- Ability to travel in Zambia
