Organization Overview
Pact Zambia is a country office of “Pact”, an international non-governmental, non-partisan, non-religious, and non-profitmaking development organization with its headquarters in Washington DC. Pact’s work in Zambia largely focuses on improving the lives of orphans and vulnerable children, especially those affected by HIV and AIDS. However, a growing part of Pact Zambia’s portfolio is in responsible mining within the country’s diverse artisanal and small-scale mining (ASM) sector.
Project Overview
The Zambia office is recruiting a Program Manager for its new Children Out of Mining Project focused on the Zambian Copperbelt and Central Provinces. A three-year charitable program funded by the London Metals Exchange (LME), the project aims to conduct a deep study of the prevalence of the child mining issue, identify local solutions and partners for change, and to implement a meaningful response program in conjunction with diverse local stakeholders. The Program Manager will benefit from Pact’s expertise in reducing child mining in other locations around the world. It is an exciting opportunity to work on the frontier of corporate social responsibility, child protection, and community engagement.
The successful candidate will have a Child Protection background with a history of success in leading programs to engage children, teenagers, and families, create protective environments, run apprenticeships or life skills programs for teenagers (or similar work), and who can engage diverse stakeholders. No mining background is needed, but an openness to learn the social dynamics of the sector is critical.
The Position
Working closely with Pact’s Global Mining Director, Pact’s East & Southern Africa Regional Mining Lead, and an M&E Consultant, the Program Manager would:
Duties and Responsibilities
Sensitization and Research (first 6 months of project)
- Assist in baseline survey preparation and logistical planning for its execution;
- Create early cooperative relationships with key Zambian Ministries, such as those focused on Mining, Trade, and Child Protection.
- Seek and secure research permits as needed for baseline assessments;
- Take part in project sensitization, seeking approvals and early buy in from national and local authorities;
- Establish and maintain excellent community relations with each target locality;
- Coordinate hiring and orienting data collectors (enumerators) in each survey locality;
- Ensuring smooth execution of data collection, including seeking necessary approvals from local authorities;
- Quality control of the enumerators’ work, including triangulating data;
- Preliminary data analysis, including identification of key trends
- Ensure research complies with all Pact’s Child Safeguarding Policies and is centred on the needs and perspectives of the children
- In cooperation with Pact’s global Mines to Markets team, publish a short report with key baseline findings for external audiences identifying key issues and roles/opportunities for diverse stakeholders locally, nationally, and internationally to assist.
Phase 2: Community Buy in, Response Program Design, and Implementation
- Recruit a Deputy Project Director (to start during Phase 2)
- Identify government child labour policies and major barriers for implementation, and any specific plans in 2021-2023
- Coordinating closely with Zambian ASM associations and their leadership
- Coordinate closely with larger-scale mines and mining programs in the area to establish synergies in the approach to the issue.
- Lead validation of research with communities, identification of solutions, and design workshops of response programs
- Implement strategic response programs and oversee adaptive management to ensure excellence in programs
- Host local or international visitors as needed, ensuring Pact’s Child Safeguarding and photo policies are respected in order to protect the consent, privacy, and rights of the child.
- Share lessons learned to other Pact staff. Discuss and share learnings with similar Pact programs in DRC and elsewhere.
- Organize and deliver occasional presentations in Zambia and – in coordination with Pact’s M2M team — internationally to share lessons learned.
Required qualifications and experience.
- Bachelor’s degree in Development Studies, Project Management or Related Field
- 7 or more years working in the non-profit or charitable sector
- Previous leadership role(s) in child protection projects
- Experience living within or working with artisanal mining communities would be an asset but not expected.
- Â Proven experience in designing and implementing behaviour change communication (BCC)
- Â Excellent facilitation skills in village environments.
- Â Excellent community relations and government relations skills
- Â Demonstrable experience working with vulnerable communities.
- Understanding of the key developmental and societal issues facing rural women head of households and their children
- Ability to pass a background check with strong references, and maintain strict adherence to all of Pact’s policies, and especially including its Child Safeguarding Policy, Anti-Corruption Policy, Gender Policy, and maintain no conflicts of interest.
