Details of FHI 360 Job Positions 2019

FHI 360 is currently recruiting for the position of Deputy Chief of Party (DCOP) for an anticipated USAID-funded district governance strengthening project in Zambia. The project will help the Government of the Republic of Zambia with informing citizens and building their capacity to effectively demand improved service delivery while strengthening a local system of governance capable of responsive service delivery.
Position Description:
The position will work under the leadership of the Chief of Party and will lead a technical team. The DCOP will be responsible for providing technical leadership in the design of activities that support citizens and civil society groups to engage in local governance issues. He/she also will provide technical support to government institutions.
This is a full-time position based in Lusaka, Zambia, for a duration of five years and is open to Nationals of Zambia only. Availability of the position is contingent upon successful award of the project to FHI 360. The anticipated start time is Spring 2020.
Key Responsibilities:
The DCOP will design and oversee activities that:
- improve public management skills among government officials
- inform citizens on the decentralization policy and their role in demanding improved service delivery
- build the capacity of civil society organizations (CSOs) and citizens to use social accountability tools
- strengthen relationships and cooperation among sub-national CSOs to promote information sharing and raising awareness of issues in public service delivery
The DCOP also will:
- Design strategies to build strategic alliances among local government, CSOs, and the private sector
- Oversee technical assistance to district government offices to build understanding about the benefits of engaging with local CSOs and sub-contracting work
Minimum Requirements:
- Bachelor’s degree in business administration, education, law, political science, public administration, or related field required; Master’s degree strongly preferred
- Minimum of 10 years of senior level experience in local governance, civil society, organizational capacity building, advocacy, rule of law, or other related democracy, rights, and governance sectors
- Demonstrated ability to think strategically and build partnerships among diverse sets of stakeholders
- Experience training government officials on financial and public management
- Possessive of strong relationships with governance structures, and connections with district councils and district ministry service providers preferred
- Experience generating and facilitating multi-stakeholder dialogue
- Familiarity with USAID programming, including rules and regulations required
- Knowledge of ongoing social accountability activities and tools preferred
- Professional proficiency in English required, including excellent written communication skills
- National of Zambia
