Job Title: Senior Software Tester/Software Developer
Department/Unit: Management Information Systems (MIS)
Location: Lusaka, Zambia
Duration: Full-Time position
Reports to: Director MIS
Background:Â
John Snow Health Zambia (JSH-Z) with support from USAID through the eSCMIS Project will continue assisting the Government of the Republic of Zambia in the rollout of a next-generation electronic supply chain management information system (eSCMIS). The eSCMIS Project aims to increase the use of health services, decrease disease burden and increase quality of life through ensuring appropriate quantities and quality of health commodities are available at health facilities to meet patient demands. Continuing the rollout of and provision of technical support to the existing eLMIS will enable a seamless transition from the activities being done under predecessor projects. Establishing public private partnerships to promote sustainability and eSCMIS transition to the government are key objectives in Zambia during this 5-year project plan. The eSCMIS Project will work closely with and in support of the Ministry of Health.
Position Description:
JSH-Z seeks a dynamic and highly experienced candidate for the position of Senior Software Tester/Software Developer to be based in Lusaka, Zambia. S/he will be responsible for all software testing and some software development. S/he will work closely with the Business Analyst and the Software Developers to ensure compliance with general testing and programming best practices. The Senior Software Tester/Software Developer will report to the Director MIS and help in achieving the project’s goals and objectives.
Roles and Responsibilities:
Testing
- Provide direct supervision to the Software Tester, including development of individual roles and responsibilities, definition of tasks, development and documentation of professional development plans, and conducting performance appraisals with supervisees.
- Design and execute test plans and test cases on the eSCMIS suite (eLMIS Facility Edition, Central Edition, Hub and District Modules) and all related interfaces.
- Record and document results and compare to expected results.
- Detect software failures so that defects may be discovered and corrected.
- Generate historical analysis of test results.
- Document anomalies and issue and verify specific action or function of code.
- Maintain database of software defects.
- Examine code and execution of code in various environments.
- Develop and document application test plans based on software requirements and technical specifications.
- Ensure compliance with general testing and programming best practices.
- Perform application security audits.
- Implement application designs, create queries, scripts, web pages and other deliverables.
- Work alongside the Business Analyst and software development team to ensure that code matches written specifications.
- Ensure data integrity standards.
- Use JSH-Z and JSI’s web-based bug tracking systems to log bugs and to update bug resolution status.
- Perform other duties as assigned by the Director MIS and other senior staff.
Software Development
- Provide business continuity by maintaining the existing systems; fix bugs as reported on JIRA.
- Write well designed, testable, efficient code.
- Review specifications and determine operational feasibility.
- Use JSH-Z and JSI’s web-based bug tracking systems to log bugs and to update bug resolution status.
- Liaise with the US-based JSI Software Development Group and eSCMIS product manager(s) for software applications to become familiar with JSH-Z and JSI software development practices, to seek guidance, to solicit and obtain standard practices/templates to follow for software development, to brief on progress being made on software development projects, and to collaborate and contribute to JSH-Z and JSI software development practices.
- Liaise with partners, stakeholders, users in design, development and deployment of computerized information systems in MoH facilities
- Implement and adhere to JSH-Z’s personnel and fraud management policies.
- Perform other duties as assigned by the Director MIS and other senior staff.
 Qualifications:
- BS in Computer Science, Software Engineering or related field and / or equivalent experience
- Proven working experience in software engineering
- Experience using software development methodologies
- Hands on experience in designing interactive applications
- Ability to develop software in C++, Java or other selected languages
- Excellent knowledge of Relational Databases, SQL and ORM technologies (JPA2, Hibernate)
- Experience in developing web applications using at least one popular web framework (JSF, Wicket, GWT, Spring)
- Knowledge in software engineering tools
- Ability to document requirements and specifications
- Familiarity with software development methodology and release processes
- Strong analytic and problem solving skills;
- Strong verbal and written English
- Ability to work in a dynamic team-oriented environment but self-managing of own time
- Experience in logistics/supply chain management and/or public health sector
- Experience working with web-based agile issue tracking software e.g. JIRA
- Experience in working with USAID-funded projects
- Ability to travel in-country to support technical activities
- Willingness and ability to travel internationallyÂ
Supervision and Reporting:
The Senior Software Tester/Software Developer will work under the guidance and supervision of the Director MIS.
