The Rural Electrification Authority (REA, or the Authority) is a statutory body established pursuant to the enactment of the Rural Electrification Act No. 20 of the Laws of Zambia in 2003 The Mission of the Authority is to facilitate availability and access to sustainable electricity in rural areas so as to contribute to enhanced living standards.
The Authority is looking for suitable candidates who are self-driven, passionate, experienced persons who are excited about the development of rural areas of Zambia to fill the following vacant position:
POSITION: DIRECTOR OF HUMAN RESOURCES AND ADMINISTRATION
DURATIONÂ -Fixed Term Contract
DEPARTMENT: Corporate Management GRADE: REA2 REPORTS TO: Chief Executive Officer LOCATION: Head Office, Lusaka
A Purpose of the Job:
To lead, direct and manage the day-to-day Human Resources and Administrative activities the Rural Electrification Authority, providing oversight and guidance to the development and monitoring of processes related to recruitment and retention, compliance, compensation, benefits, training and development, as well as oversee administrative and logistical functions.
B. Main Duties and Accountabilities:Â
1. Coordinate and collaborate with senior leadership to understand the organization’s goals and
strategy related to staffing recruiting, and retention
2. Develop, implement, and manage staff performance and professional development plan that
aligns with the Authority’s mission, vision, and objectives and drives high performance, Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law, applies this knowledge to communicate changes in policy, practice, and resources to upper management
3. Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organizations human resource compliance and strategy needs
4. Nurture a positive working environment and define employee relations practices necessary to promote a high level of employee morale, engagement, and motivation;
5. Develop and implement HR Departmental budget
6. Interpret, for the benefit of employees and the Board, the provisions of the law relating to Industrial Relations and employment in Zambia, while administering HR policies, procedures and conditions of service
7. Assist staff with HR-related questions and issues and provide periodic communication on
benefits and related information to employees.
8. Continuously work on developing the most effective and economical staff development
programs and ensure that they align with current and future needs for the company’s human
capital
9. Coordinate and manage the external and internal correspondences from Human Resource Department
10. Undertake other activities as delegated by the CEO:
C Education:
- Â Full Grade Twelve Certificate
- Minimum of a Bachelor’s Degree in Human Resource Management.
- Minimum often (10) years experience with at least six (6) years at a senior level in charge of HR services, legal, employee relations, HR systems, staffing and talent management, including recruitment and succession planning, learning and development compensation and benefits
- Must be a fully paid-up member of the Zambia Institute of Human Resource Management (ZIHRM).
- Strong understanding of local labour laws and regulation
- Must be able to work within a cross cultural setting, negotiate diplomatically and function well under pressure
- Master’s Degree in Human Resources courses or related field or MBAs an added advantage
D. Required knowledge and skills:
Experience More than 10 years demonstratable experience of which at least 5 must be at senior management level, providing financial and administrative support specifically with public or quasi-public institutions in Zambia. Experience developing, revising, and implementing organizational and system policies and practices
Skills Specification
The candidate must have strong knowledge of human resources and industrial relations laws and regulations in Zambia. The candidate should have knowledge of Proficient with Microsoft Office Suite or related software. Proficiency with or the ability to quickly leam the organizations HRIS and talent management systems
The candidate should have excellent communication skills to be able to express themselves in a positive and clear manner to the Board, CEO’s office, stakeholders and the rest of the employees

- Compliance & Quality – Must ensure accuracy, meet established deadlines of work, produce a quality product and show commitment to continuous improvement efforts. Ability to learn, interpret and comply with all organization policies and procedures
- Collaborative – Has a strong work ethic. Brings a track record of working effectively with various and diverse individuals and groups, and a willingness to actively listen and invite different views and opinions across all levels of the institution to build alignment in support of a common goal.
