About Cities and Infrastructure for Growth Zambia (CIGZambia)
CIGZambia is a facility that provides high-quality independent technical advice and assistance to Zambian government bodies and private sector organisations engaged in projects/ programmes that help harness the potential of Zambia’s cities and towns to act as drivers for economic growth and job creation. CIGZambia is funded by the UK’s Department for International Development (DFID).
The overall programme objectives include:
- increasing urban productivity;
- improving inclusive access to urban economic infrastructure services;
- increasing investment into urban economic infrastructure services; and,
- enhancing national and regional integration between cities.
About the Role
CIGZambia is recruiting a Communications, Marketing and Political Economy Analysis Officer to support the CIGZambia’s communications, marketing and political economy analysis activities. This position will work closely with both the CIGZambia technical and operations teams in two areas:
(1)Â Communication and Marketing:Â communicating CIGZambia services and capabilities to potential clients (both government and private sector), communicating the results of CIGZambia projects to the media and to the wider international development community, and supporting the strategic positioning of the programme in relation to its stakeholders.
(2) Political Economy Analysis: conduct research and analysis support, understanding the political dimensions of the programme context and actively using this information to inform policy and programming. “Political Economy Analysis (PEA) can be summarised as “the attempt to find out what is really `going on’ in a situation, what lies behind the surface of the immediate problem, for example whether competing interests exist. Usually this is formulated with (and clouded by) jargon around power, rules of the game, formal and informal systems etc, all of which boils down to trying to understand the `lay of the land.’ PEA is therefore part of the process of being `politically smart’ in our work, which is not the same as being partisan (committed to one set of political actors over another).” https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/766478/The_Beginner_s_Guide_to_PEA.pdf.
CIGZambia is a demand-driven programme, and we are looking for someone who can identify, develop and communicate well with the different target audiences and who is keen to contribute to building CIGZambia’s overall programme reputation and strategic positioning. The ideal candidate will have strong written and interpersonal skills, think politically, and have the ability to managing multiple tasks to achieve results under tight deadlines.
The Communications and Political Economy Analysis Officer will report to the Senior Programme Manager.
Project Responsibilities
The Communications and Political Economy Analysis Officer will support the work of the CIGZambia Team, fulfilling a variety of tasks that are critical to the success of the programme in two areas:
– Communications and marketing
- Implement the evolving CIGZambia communications strategic needs to communicate the impact of the portfolio of TA projects covering a range of infrastructure services
- Develop communications and marketing materials: brochures, press releases, presentations and content for in person, online and social media
- Identify and write impact stories and determine appropriate mediums for sharing them
- Oversee media requests, write talking points, and oversee media relations
- As required, liaise with other communications service providers to ensure quality control and a cohesive CIGZambia look and feel
- Champion the CIGZambia, Cowater, and DFID branding and visibility guidelines
- Coordinate the production of the CIGZambia Quarterly and Annual Report
- Support CIGZambia teams in other areas as required, including copy editing, content creation, external event communications and graphic design
– Political Economy Analysis
- Collect information from partners, clients, CIGZambia’s consulting teams, and wider stakeholders to inform political economy analysis, under the guidance of the Team Leader
- Media monitoring, analysis and reporting
- Support research, interviews, data collection with stakeholders
Immediate Requirement
This is a Full Time position for one year, with the possibility of extension based on performance.
Key Qualifications
- Bachelor’s Level qualification in Communications, Public Relations, Business, Political Economy or related field
- A minimum of 6 years’ experience in communications, marketing and/or public relations, preferably in an international development project / programme context. Preference of 8 or more years of experience
- Experience planning, designing and executing communication and marketing strategies in a multi-stakeholder environment
- Exceptional interpersonal skills with civil society, government and business entities
- Detail oriented, highly organised and a self-starter
- Demonstrable skills in written and verbal communication and proven reporting writing skills to high professional standards
- Experience using social media as a strategic communication tool
- Experience utilizing a full range of software, social media and technology platforms including; MS Office, Adobe Photoshop and/or other graphics programmes
- Knowledge and experience of donor-funded international development projects / programmes, preferably with DFID, is an asset
